Title: Project Manager, Level 3

Client: Railroad Commission of Texas (RRC), IT Division

Rate: $75-$80 per hour

The Railroad Commission of Texas IT Division is seeking a Project Manager (Level 3) to lead cloud-based enterprise initiatives, with a focus on moving legacy and mainframe systems to modern COTS and cloud platforms. The ideal candidate is a seasoned technical project manager who can guide cross-functional teams from planning through delivery in a fast-moving environment.

Candidate Skills and Qualifications

Required - Graduation from an accredited four-year college or university with a degree in computer science or a related field
10 years- Required - Experience in technical project management for cloud-based (Azure preferred) enterprise initiatives
6 years- Required - Experience as project manager, migrating projects from Mainframe/Legacy to COTS/Cloud technologies
6 years- Required - Experience managing SDLC-based projects using Agile/Scrum
6 years- Required - Familiarity with Azure DevOps, CI/CD, and related tools and workflows
6 years- Required - Experience managing or coordinating projects involving .NET Core, C#, SQL Server
6 years- Required - Strong leadership and ability to manage cross-functional technical teams
6 years- Required - Experience with resource planning, project budgeting, and vendor coordination
6 years- Optional - Experience with mainframe modernization or transformation projects (added advantage)
6 years- Required - Excellent communication, presentation, and reporting skills
6 years- Required - Experience in creating project plans, dashboards, Gantt charts, and executive status reports
6 years- Required - Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment
6 years- Required - Highly organized and able to manage multiple projects at once and meet deadlines
6 years- Required - Extensive skill in effective verbal and written communications with stakeholders
